The Qindgao Governor’s Office Building (city government), originally the site of the German Governor’s Office Building (naval and civil) was completed in 1906. Throughout Qingdao’s tumultuous history the building has always been the seat of city government (German, Japanese, Kuomintang, and currently People’s Republic of China). Unfortunately, it does not offer inside tours or even public admittance unless you are on official business.
